I asked that question a lot and never got an answer so I bought one on sale. Turns out it's not useful for my needs, but it's a cool tool. It removes a piece of PCB 2.3mm wide by about 4 or 5mm long. If you design a panelized PC board with board separation of 2.3mm and tabs between boards 3 mm wide, you can use this to snip them apart and leave perfectly clean edges. this tool come in other widths for removing tabs from boards with less separation. If you use V-score or mouse bites, this won't be that useful. I guess, looking at it a different way, it's a nibbling tool for PC boards that removes a 2.3mm wide strip of PCB. If you need that, it's hard to imagine a better tool for the job. It comes in a bunch of different widths, just search for "depanelling tool."
